A student passport is an international identification document based on the standard burgundy (ordinary) passport, which can be obtained by individuals under the age of 25 who are still students and wish to travel abroad. The main difference between a student passport and a regular burgundy passport is that student passports are exempt from the passport fee. Any student who has not yet turned 24.5 years old and has completed the necessary paperwork can apply for a student passport. According to Article 4 of Law No. 6663, issued in 2016, any student can obtain a student passport regardless of their reason for traveling abroad.
Who Can Get a Student Passport?
Children attending state-recognized preschools, primary and high school students, as well as all students under the age of 25, are eligible for a student passport without paying the passport fee. Students under the age of 18 must apply along with their parents.
How to Apply for a Student Passport?
Since the student passport is a type of burgundy passport, you should select the "burgundy passport" option when booking an appointment at the population registry office. There is no separate option for a student passport during the online application. On your appointment date, you must visit the registry office in person and present your student certificate to the officer at the counter to obtain a student passport without paying the passport fee.

Required Documents for a Student Passport
After booking an appointment at the population registry office, you must gather the required documents for a student passport. In addition to the standard documents needed for a burgundy passport, you must include a student certificate and a fee exemption request letter in your application. The required documents are:
Original national ID card (driver’s license is not accepted)
Two biometric photos
Passport booklet fee payment receipt
Student certificate
Previous passport (if available)
Can Students Under 18 Get a Fee-Free Student Passport?
Although students under 18 are exempt from the passport fee, they still need to pay the passport booklet fee. Students under 18 can receive a student passport valid for up to 5 years. By presenting a student certificate obtained through e-Government or their school and applying with both parents at the population registry office, they can obtain a fee-free student passport.
How Long is a Student Passport Valid for Students Over 18?
Students aged 18 to 25 can obtain a student passport valid for the duration of their education. For example, if an 18-year-old student has six more years of education remaining, they can apply for a six-year passport. If their education is expected to last two more years, they can receive a two-year passport. If they have not yet turned 24.5 years old, they can also obtain a passport valid for six months.
How Long Does It Take to Get a Student Passport?
For applications within Turkey, all passports, including student passports, are issued within 5 to 7 days. For Turkish citizens applying from abroad, the process takes approximately 7 to 10 business days. Once the passport is printed, it is delivered to the specified address via PTT (Turkish postal service).
How Much Does a Student Passport Cost?
There is no passport fee required for obtaining a student passport; only the booklet fee must be paid. As of 2025, the passport booklet fee is 1,137 TL. However, students over the age of 25 must pay both the standard burgundy passport fee and the booklet fee.
